# Kerala Bus Fare Revisions: Minimum Fare and Student Concession History

Fares for both **KSRTC** and **private stage-carriage buses** in Kerala are set by the state government, which usually acts on a fare-revision committee’s report. The minimum fare matters most to daily commuters, and the **student concession** (a reduced fare for school and college students on private and KSRTC ordinary buses) is the most politically sensitive part. Operators say concessions make short routes unviable, while student organisations and parents push back against any increase. ## 2018: ₹7 to ₹8, and a strike

The government announced the revision on **14 February 2018** and it took effect on **1 March 2018**. The **ordinary minimum went from ₹7 to ₹8** and the **fast passenger minimum from ₹10 to ₹11**. The cabinet **did not revise student concessions**, although operators wanted them cut back. According to The News Minute, operators had asked for a ₹10 ordinary minimum, a 25% increase in concession rates, and a rise in the **students’ minimum from ₹1 to ₹2**. Private operators went on strike from **16 February**, calling the hike insufficient, and ended it on **20 February** after an appeal from the Chief Minister.

## 2020: a pandemic adjustment

When buses returned after the 2020 lockdown, operators said they were losing money on reduced loads. On **1 July 2020** The News Minute reported a cabinet decision that **kept ₹8 for the first 2.5 km** but raised fares for longer journeys, for example **₹10 for 5 km** and **₹13 beyond 7.5 km**. The transport ministry had proposed a ₹10 minimum. The report said the **Justice Ramachandran commission** had recommended a 50% increase in student fares, and that the cabinet did not approve it.

## 2022: the ₹10 minimum

The government announced new fares on **30 March 2022**. They took effect on **1 May 2022**. According to Onmanorama, the **ordinary minimum became ₹10 for the first 2.5 km**, the **per-km rate rose from 90 paise to ₹1**, and the **fast passenger minimum became ₹15**. Onmanorama also listed a cess added to tickets: ₹1 on tickets up to ₹25, ₹2 up to ₹40, ₹4 up to ₹80 and ₹5 up to ₹100. On students, The News Minute reported that fares were **not revised** and that the government would appoint a commission to study them.
