Kerala Water Authority Tariff Changes since 2023

Kerala Water Authority (KWA) water charges rose sharply on 3 February 2023, by one paisa per litre, which took the domestic minimum for up to 5,000 litres from ₹22.05 to ₹72.05. That came on top of a 5% increase from April 2022, part of a schedule of yearly 5% rises linked to a central condition on state borrowing. How KWA charges for water

In much of Kalamassery, piped drinking water comes from the Kerala Water Authority, Domestic bills have a minimum charge, a fixed charge and slabs priced per 1,000 litres (a kilolitre), and rates rise sharply in the higher slabs. Families below the poverty line get a free allowance. Domestic bills are raised every two months (Onmanorama described the effect of the 2023 change per bimonthly bill), so a tariff change often appears on a bill some weeks after it takes effect.

Background: the 5% a year schedule

According to Onmanorama’s report of 20 March 2022, KWA raised charges by 5% from 1 April 2022. The report linked this to a central government condition for allowing the state additional borrowing, and said 5% increases were to follow every April until 2024. The domestic slab rates per 1,000 litres went, for example, from ₹4.20 to ₹4.41 for consumption up to 10,000 litres and from ₹5.25 to ₹5.51 for 10,001–15,000 litres. The minimum for 1,001–5,000 litres went from ₹21 to ₹22.05. BPL households kept 15,000 litres a month free.

February 2023: one paisa a litre

The large change came in early 2023. From 3 February 2023 (4 February in one report), KWA charges went up by one paisa per litre, which is ₹10 per 1,000 litres. That is small per bucket but large on a bill: The News Minute’s table showed the domestic minimum for up to 5,000 litres rising from ₹22.05 to ₹72.05. Higher slabs rose by the same ₹10 per kilolitre, for example to ₹16.62 per 1,000 litres for 15,000–20,000 litres. The fixed charge of ₹55.13 stayed the same, as did the 15,000-litre BPL allowance. Some outlets described the increase as “one rupee per litre”, but the published tables match one paisa.

Onmanorama reported on 18 February 2023 that residents of small flat complexes were hit hardest. Under a KWA norm, a building with fewer than 10 units is billed as individual houses, and the report said those residents could pay more than three times their earlier charges. That report gave the effective date as 4 February 2023; The News Minute gave 3 February. Onmanorama’s January report had put the extra cost for a five-member family at ₹200–400 per bimonthly bill.

The 2023 confusion over the yearly 5%

Within days the question was whether the scheduled 5% increase in April 2023 would come on top of this. Onmanorama reported on 11 February 2023 that Water Resources Minister Roshi Augustine first said it would not be applied that year, because charges had already gone up and the public should not face a “double blow”. Replying to a question in the Assembly, he later said the 5% annual increase had not been withdrawn, and that the order did not say how many years it would run. We did not find a clear record of whether a 5% increase was applied in April 2023 or 2024, so this page does not say either way.

Why it matters near the NAD signal

Shared buildings use far more water than a family flat, so they reach the higher slabs quickly. That is why water-saving habits matter more in a hostel.
