The idea: a hunger-free Kerala
Kudumbashree, Kerala’s state-backed network of women’s neighbourhood groups, already ran canteens and catering units when the 2020–21 state budget announced a plan for 1,000 hunger-free hotels serving lunch at ₹25 a meal, according to Kudumbashree material published on the LSG Kerala portal. Two pilots opened within a day of each other at the end of February 2020: a Hunger Free Canteen at Kunnamkulam in Thrissur on 28 February 2020, opened by Food Minister P. Thilothaman, which charged ₹20 a meal with a ₹5 Civil Supplies subsidy; and the first Janakeeya Hotel at Mannancherry in Alappuzha on 29 February 2020, opened by Finance Minister T. M. Thomas Isaac in a two-room panchayat building seating 36. The Mannancherry hotel also offered “share meal” coupons for people who could not pay.

Covid: when the ₹20 meal mattered most
When the national lockdown began in March 2020, Kudumbashree community kitchens fed stranded workers, students and people living alone, and many of these kitchens became Janakeeya hotels, according to The Federal. The model settled at a meal priced at ₹30, of which the customer paid ₹20 and the state paid a ₹10 subsidy; parcels cost ₹25. Local bodies provided space and some support. By the end of 2021 there were 1,198 hotels involving about 5,043 Kudumbashree women, beyond the original 1,000 target, and Onmanorama later reported that more than 75,000 ₹20 meals were sold daily at the peak. In September 2021 Kudumbashree graded 1,095 hotels on hygiene, food quality, variety and sales; 266 received A+ and 359 an A grade.
The subsidy stops
The trouble started with payments. Onmanorama reported that the ₹10 subsidy was held back from March 2022. By 7 March 2023, 1,116 hotels were awaiting money, Ernakulam units had not been paid since April 2022, and about 20 Ernakulam hotels had shut, along with about 20 more in seven other districts. The government officially discontinued the subsidy in August 2023, after which many hotels raised the lunch price to ₹30–35. On 15 November 2023, after a protest at the Secretariat on 9 November, the state sanctioned ₹33.6 crore of the ₹41 crore owed (Onmanorama). By then, Onmanorama said, more than 300 hotels had closed.
District Planning Committees were later allowed to set prices between ₹30 and ₹40, The Federal reported. Rising rice and fuel prices squeezed the remaining units further.
2026: closures
Onmanorama reported on 15 August 2026 that 39 of the 58 outlets in Pathanamthitta district had closed and the price of a meal there had risen to ₹35–40. On 2 September 2026 it reported the closure of Ananthapuri Cafe, Thiruvananthapuram’s first Kudumbashree budget hotel. The Federal reported on 21 September 2026 that more than 500 of about 1,200 hotels had closed statewide, leaving around 650. As of October 2026, whether the scheme will be revived under the new state government remains unclear.
Prices and the list of open outlets change quickly. If you depend on a Janakeeya hotel, check that it is still open before you walk over.
