The trigger: Brahmapuram, March 2023
Most accounts trace the 2024 law back to one event. On 2 March 2023 a fire broke out at the 110-acre Brahmapuram waste plant in Vadavukode-Puthencruz grama panchayat, east of Kochi. According to a PTI report published by The Week, toxic smoke hung over the city for nearly two weeks, and the state later called the fire the turning point of its waste campaign. The campaign that grew out of it was called Malinya Muktham Nava Keralam (roughly “Waste-Free New Kerala”). By June 2023 the state had already offered rewards to people who reported illegal dumping. The News Minute reported on 11 June 2023 that informants could receive 25% of a fine, up to ₹2,500. A complaint number to go with it came later.

From ordinance to Act
The government first tried the ordinary route. The statement of objects attached to Bill No. 187 of 2024 explains that an earlier Bill, No. 175 of 2023, was published but could not be introduced and passed. The Assembly was not in session, so the Governor promulgated the Kerala Panchayat Raj (Amendment) Ordinance, 2023 on 7 December 2023. It was gazetted on 9 December. A matching Kerala Municipality (Amendment) Ordinance, 2023 covered towns. Onmanorama reported both on 12 December 2023. The same statement gives the policy aim: to make the whole state waste-free by March 2024 under the Malinya Muktham Nava Keralam campaign. It also notes that the High Court had repeatedly stressed citizens’ duties under the Solid Waste Management Rules, 2016.
Ordinances lapse unless replaced, so replacement Bills followed. On 2 February 2024 the Assembly sent the Panchayati Raj and Municipality (Amendment) Bills, 2024 to its Subject Committee. Minister M B Rajesh told the House that the aim was to make waste generators responsible for their own waste. He also said the user fee paid to the Haritha Karma Sena would stay, though the government would consider linking it to house size and the number of residents. For the panchayat law, TeamLease RegTech records the result as Act 5 of 2024, issued on 4 March 2024 and deemed to apply from 9 December 2023. We could not confirm the Act number or date of the municipal counterpart from a primary source, so we do not give one.
What the 2024 amendments changed
The text of Bill No. 187 shows how wide the changes were. Kalamassery is a municipality and the NAD side of the signal falls in Edathala grama panchayat, so both versions of the law matter locally. The main points of the panchayat Bill were:
- Waste management became a named duty of the panchayat, carried out through its Secretary, who could fine, prosecute and compound offences.
- Events of more than 100 people at an unlicensed place now needed three working days’ notice to the panchayat, with waste segregated at source and handed to the authorised collector for a fee.
- Shops and commercial premises had to keep their premises free of litter and burning, with fines of up to ₹5,000.
- Draining used water into roads, drains or water bodies could draw a fine of ₹5,000 to ₹50,000.
- Polluting a water body became cognisable and non-bailable, punishable with a fine of ₹10,000 to ₹50,000 and six months to one year in prison.
- Unpaid user fees attract a 50% monthly penalty once 90 days overdue, recoverable as public revenue arrears. Onmanorama noted that dependent and BPL families stayed exempt under a 2020 order.
- Reporting and rewards: anyone may report a violation, and the panchayat may reward informants under government guidelines. A malicious false report can be fined up to ₹10,000.
- People living near waste plants could receive incentives such as tax relief, parks or playgrounds, which is a direct echo of Brahmapuram.

The WhatsApp line and the waste-free declaration
The 2023 reward scheme had no single number to start with. India CSR reported that 9446700800 was introduced as the state-wide WhatsApp line in September 2024. Its report of 20 September 2025 said the line had received 12,265 complaints in a year, of which 7,912 were actionable after checking. Fines totalling ₹61,47,550 had been imposed in 755 cases, and informants had been paid ₹1,29,750. Sources differ on when the line began, because 2023 reports describe the reward but say the number would be announced later. We give September 2024 as the date India CSR reports.
On 30 March 2025, International Zero Waste Day, Minister M B Rajesh announced that 934 grama panchayats, 82 municipalities and five corporations, 1,021 of 1,034 local bodies, had been declared waste-free. Each had reached 80% progress on 13 government criteria, assessed by an expert panel (PTI, 31 March 2025). Commentators, including a Mongabay piece in April 2025, questioned how complete that picture was. The declaration was an official finding, not the end of waste problems.
Why this history matters near the NAD signal

Waste is segregated, the Haritha Karma Sena collects on a calendar for a fee, and dumping a bag by the roadside can now lead to a fine large enough to hurt.
