The commission in brief
Kerala PSC was constituted in 1956, the year the state was formed, and Wikipedia lists chairpersons of predecessor commissions back to 1949. Its head office is at Thulasi Hills, Pattom, in Thiruvananthapuram, and it works through three regional offices and fourteen district offices, including one for Ernakulam district. Candidates create a One Time Registration profile online and apply for each notification through it; candidates commonly call the profile portal “Thulasi”, after the name of the headquarters site.

From separate tests to a common preliminary
In 2021 Kerala PSC added a Common Preliminary Examination as a first filter for groups of posts with similar qualifications, ahead of post-specific main examinations. Official eligibility lists from late 2021 show the model: candidates who cleared the preliminary held on 10 and 18 April 2021 qualified for the post-specific main examination, and the notice states that preliminary marks “will be considered only for ascertaining the eligibility to appear for the final exam and will not be considered for the purpose of final ranking”.
For candidates, the change meant one common exam season followed by targeted main exams, rather than a long sequence of separate tests. We have not found an official statement of exactly which posts moved to the two-stage system each year, so we do not list them.
How long a rank list lasts
Rank-list validity is the most argued-over rule in Kerala PSC recruitment, because vacancies reported after a list lapses go to the next list. In March 2020 the commission issued errata to individual lists stating that each would remain in force for at least one year and at most three years, lapsing when a new list is published after the first year.
The courts have read the rules narrowly. In the India Reserve Battalion case, the list was published on 4 July 2018 and cancelled on 4 September 2020, after the last batch advised in June 2019 began training only in August 2020. The petitioners argued it should be extended to one month after later batches began training. The Kerala Administrative Tribunal rejected this, and in October 2022 a High Court bench of Justices A. K. Jayasankaran Nambiar and Mohammed Nias C. P. dismissed their petitions, holding that such a reading would create an endless cycle of extensions.
