Summer work-hour orders, year by year
Each year, as temperatures rise, the Labour Commissionerate issues an order rescheduling work for people working in the sun. The pattern has stayed the same: no outdoor work from 12 noon to 3 pm, an eight-hour day fitted between 7 am and 7 pm, morning shifts ending by noon and afternoon shifts starting at 3 pm. Areas above 3,000 feet are exempt. The start and end dates change each year with the forecast.

We could not open primary records for 2021–2024, so the table leaves those years out rather than guess. The South First reported that the 2026 order was issued under Sections 24 and 25 of the Kerala Minimum Wages Act, 1958, applied to areas exposed to direct sunlight, and required any local deviation to be reported to the regional joint labour commissioner. The 2026 window, from mid-February to 20 May, was longer than the 2020 one.
Registering migrant workers: Athidhi and after
Kerala made registration of guest workers mandatory in 2023 and launched the Athidhi web portal, which used workers’ mobile numbers for OTP sign-up. Workers, employers and contractors can register, an enrolling officer verifies the details, and each worker gets a unique ID that links them to welfare schemes. HR Katha reported on 7 August 2023 that a statewide launch was scheduled for that day. An NIC listing associates the app with April 2023, so sources differ on the start date.
On 4 September 2024, after a meeting chaired by the Chief Minister, the CMO announced a unified portal and mobile app. Under it, each worker gets a unique number based on Aadhaar, and the information is shared with the departments concerned. According to Onmanorama, the order makes employers, and owners of buildings where guest workers live, responsible for registering them with the labour office. The Labour Department was to issue guidelines on the roles of the labour, industries, local-government and police departments.

Minimum wages: what we could and could not verify
Kerala notifies minimum wages separately for each scheduled employment, such as construction, shops or security work. We did not find a single verified source listing these notifications year by year from 2020, so this page does not give wage figures or dates. To check the rate for a particular job, use the Labour Commissionerate’s published notifications, or ask the district labour office in Ernakulam.
