Udyogamandal: The Story of Kerala’s Industrial Township

Udyogamandal – roughly “industrial zone” – is the factory township at Eloor, across the Periyar from Kalamassery. It grew around FACT, India’s first large fertiliser plant, set up in 1943 in what was then the princely state of Travancore, and later drew TCC, HIL and dozens of other units. It is both a proud industrial landmark and one of Kerala’s most debated pollution sites.

An “unheard-of village” chosen for a fertiliser plant

FACT’s own history credits Sir C. P. Ramaswami Iyer, Diwan of Travancore, with clearing the way for a fertiliser plant in what it calls a “till then unheard of village” on the Periyar. The promoters were the Seshasayee Brothers, and the company was incorporated in 1943. The motive, FACT says, was food self-sufficiency after the Bengal famine. Production of ammonium sulphate began in 1947 – first using wood as the raw material for gas, later naphtha.

The new place needed a name, and Udyogamandal (from *udyogam*, industry, and *mandalam*, area) stuck. It is not a separate municipality; it is part of Eloor, a river island town between two distributaries of the Periyar.

How the township filled up

  • 1947 – FACT’s ammonium sulphate plant starts; capacity is expanded in stages up to 1972.
  • 1951–54 – Travancore-Cochin Chemicals incorporated; caustic soda from January 1954.
  • 1957 – Hindustan Insecticides opens its Udyogamandal unit.
  • 1960–62 – FACT becomes a public-sector company, with the Union government the major shareholder from 1962.
  • 1965–66 – FACT adds an engineering consultancy (FEDO) and a fabrication division, FACT Engineering Works.
  • Later decades – a wider estate of chemical, rare-earth and allied units grows along the river towards Edayar.

Around the plants came housing for employees, schools, shops and bus routes, which is why older residents still talk of “the FACT township”. Many families in Kalamassery have a parent or grandparent who worked there.

Why Eloor, of all places?

The island position helped. Plants could draw water from one branch of the Periyar and were close to the Kochi port by water and, later, by road through Kalamassery. Hydroelectricity from Travancore’s Pallivasal scheme (commissioned around 1940) made power-hungry chemistry possible – very likely part of the reason the Alupuram aluminium smelter was also built nearby. When power became expensive decades later, several energy-heavy units struggled, a pattern you can read in the story of the belt’s mills and factories.

The other side of the story

Concentrated chemical industry on a drinking-water river has a cost. Environmental groups and journalists have documented coloured discharges, fish kills and health worries for decades. Greenpeace’s studies from 1999 led it to call Eloor a global toxic hotspot, and in May 2024 a large fish kill downstream of the Pathalam regulator was investigated by the Pollution Control Board. Any honest history of Udyogamandal includes both the jobs and these concerns.
