RTO jurisdiction follows your address, and boundaries between the Ernakulam RTO and Aluva sub-RTO are not always obvious on the ground. Kalamassery addresses are commonly listed under KL-07, but check the office the Parivahan portal assigns to your PIN code before you book anything.
Passports: the practical steps
- Register on the Passport Seva portal and fill the form. Choose the Regional Passport Office, Cochin.
- Pay online and book a slot. You may be offered several Passport Seva Kendras or Post Office PSKs; Aluva is the closest PSK for most of Kalamassery, and the city offices are reachable by metro.

The form asks how long you have lived at your present address. If it is less than a year, you will also be asked for your previous address, and verification can involve the police there too, which may take longer. Many students simply apply from their home address during a vacation instead.
Driving licence: when you need to deal with Kerala at all
A driving licence issued in any Indian state is valid across India, so you do not need a Kerala licence to drive here. You only deal with the Kerala Motor Vehicles Department if you:
- apply for a new learner’s or driving licence while living here;
- renew an expiring licence and choose to do it here;
- change the address on your licence or vehicle registration; or
- bring a vehicle from another state and stay long enough that re-registration rules apply — check current rules with the RTO before you ship a bike.
All of these start on the Parivahan Sarathi (licence) or Vahan (vehicle) portals. Driving tests in Kerala are taken at test grounds fixed by the RTO, not at the office itself; your driving school or the portal will tell you which.
Getting to the offices
