Judicial City Kalamassery: what changes for residents, and when
The honest answer is: probably a lot, eventually — and nothing yet. The State Cabinet approved a Judicial City on HMT land at Kalamassery in September 2025, with a preliminary design of three towers and 61 court halls. But the land is under a Supreme Court status-quo order, the Kerala High Court Advocates’ Association opposes the move, and we found no report of construction starting by October 2026. The timeline page lays out each step.
So this page is a planning tool, not a forecast. It asks: if you are a lawyer, clerk or court employee choosing where to live in the next year or two, how should the possibility of a Judicial City affect your choice?
Who would feel the change
- Junior advocates and law clerks — the largest group making daily trips to the High Court, often on modest pay.
- Registry and court staff — some may be offered quarters if the plan includes them, as the 2024 concept did.
- Advocates’ office staff, typists and photocopy operators — whole small trades follow courts.
- Police, government pleaders and litigants — daily visitors who need transport and food.

The pattern is clear: living in Kalamassery gives you a reasonable metro commute now and a very short one later. Living in the city gives you the opposite. That is why some juniors already prefer Kalamassery — see junior lawyers and clerks at the High Court.
Roads, traffic and the last mile
The HMT area is not built for court-day crowds yet. Three things are worth watching:
- The Seaport–Airport Road HMT–NAD link — tendered in January 2026; if completed, it adds a route between HMT and the NAD side. See the Seaport–Airport Road guide.

- Last-mile links from the metro — any Judicial City would need feeder buses or walkways from Kalamassery station; none has been announced as far as we know.

Rents: a hedged view
Large institutions usually push up demand for nearby rooms and small offices, and announcements alone can push up asking prices. We cannot predict figures, and we would treat any advertisement that quotes a ‘Judicial City premium’ with caution. Practical advice for a single man renting now:
- Do not pay extra today for a promise of being ‘near the new High Court’.
- Prefer month-to-month arrangements with a clear notice period, so you can move if the plan changes — see advance, deposits and agreements.

A flexible base on NAD Road: Ashraf Gents Hostel
For a junior lawyer or clerk who wants to keep options open, a monthly room in Kalamassery is a sensible hedge. Ashraf Gents Hostel is a men-only hostel/PG at Ashraf house, NAD Road, at the signal in Kalamassery; its public profile lists NUALS, the Science Park and the Seaport–Airport Road among places within about 3 km. Rooms in the photos are twin-sharing with cots and mattresses, and there is a kitchen with sink and shelves. The indicative rate is about ₹2,000–3,000 per head per month, negotiable, with one month’s advance; confirm the current figure, vacancies and gate timings on +91 90746 23855.

No date can be given. The project has Cabinet approval, but its land is before the Supreme Court and construction had not started in the reports we found up to October 2026.

Only if Kalamassery suits you today. It already has a reasonable metro commute to the High Court; a future move would be a bonus, not a certainty.
Will rents rise near the Judicial City?
Big institutions tend to raise demand, but we cannot predict figures. Avoid paying a premium now for a project whose timing is unknown.
